Trichy district administration , on Friday, said that it has planned to establish play and recreation for children (PARC) centre in the residential localities for economically weaker section and destitute children in the district through registered child care institutions (CIC).
Being a joint project by state and central government, PARC centre will be implemented by the social defence department with the participation of CICs registered under Juvenile Justice (JJ Act). As of now, Trichy had 23 CICs providing care and protection to children in different localities in Trichy city and rural parts. Going by the notification, any CIC can come forward to take up the project to set up PARC centre in their area. The interested CICs can apply to district child protection unit (DCPU), Trichy. They should fulfil the criteria like identification of land for the project.
If the project is awarded based on their proposal, they will be given the assistance of Rs 4.7 lakh for administrative expenses and purchase of sports equipment. The assistance will be given in 60:40 ratio by central and state governments, administration officials said. The guidelines insist on locating the play area within the centre or co-located with the centre. Children vulnerable but not living in the centre also can get access to area. The institutions should take responsibilities of the safety and security of the children.
The centre shall promote indoor and outdoor games as per the need of the children. The premises also can be used for other extracurricular or the rapeutic activities such as yoga, singing, dancing, theatre, quiz etc. The centre should have proper drinking water and toilet facilities, the guidelines stated The guidelines for the CICs will be made available on the website of Trichy district administration and with the district child protection officer (DCPO), Trichy.
